Our Story

Joseph Carter Group was founded in 2024 by Zachary Joseph and Austin Carter — two people who kept ending up on the same projects and realized they were better as a team than apart.

Zach brought the governance and operations lens — years of public-sector technology, local government advisory, and executive leadership. Austin brought the creative and technical execution — photography, web development, and brand design. Together, they started building tools and delivering work that neither could have done alone.

The firm began with a simple question: What if you could get boardroom-quality advisory and production-quality creative from the same team, under one roof? That is what JCG does. From CAO360 — a 360-degree executive evaluation platform they built together for local government — to full brand launches for small businesses, the work spans governance, media, and technology.

JCG is based in Dayton, Ohio. The work is non-partisan, the advice is practical, and the deliverables are built to actually get used.

The Team

Zachary Joseph

Co-Founder & Managing Partner

Zach leads governance advisory, public-sector technology strategy, and product development at JCG. He co-created CAO360 — a 360-degree executive evaluation platform purpose-built for local government — and oversees the firm's advisory engagements across Ohio and beyond.

Before founding JCG, Zach spent over a decade in HR technology and enterprise operations at Tyler Technologies, Paychex, UKG, and HiBob. He holds an MBA from Antioch University, served in the U.S. Navy, and was elected to Riverside City Council. He was named to the Dayton Business Journal's 40 Under 40.

Austin Carter

Co-Founder & Partner

Austin leads creative production, web development, and brand execution at JCG. He co-built every product and platform the firm has launched — from CAO360 to the firm's full portfolio of client websites — and runs Austin Carter Photos, the firm's photography and visual media sub-brand.

Austin's work spans website design and development, brand identity systems, professional photography, and visual storytelling. His portfolio includes work for political campaigns, small businesses, nonprofits, and public-sector organizations. He brings a builder's mindset to every project — from concept through launch.
